If you go to a local thrift store you're bound to see old lawnmowers there for sale. Your first question is does it work? Chances are it does work, but chances are it doesn't work very well. Usually the biggest problems with used lawnmowers is that the Blades are not sharp.
It's not that the Blades don't spin; even sharp blades that spin a little often cut the grass very well. And it doesn't take much power to spin the Blades on a lawnmower. If you have an old lawnmower at home and it doesn't seem to be working quite right, I would recommend that you rather than getting rid of it or going out to buy a new one, that you merely take it in to have the blades sharpened. Or if you have a little grinding wheel remove the blades and sharpen them yourself.

All you need is a set of goggles, and gloves, it's very easy. Of course, if you are not mechanically inclined, do not have the proper tools, or do not feel confident doing it yourself, then I recommend you look in the yellow pages for a local lawnmower shop and simply take your lawnmower in for a tune-up and tell them you'd like to sharpen the blades.
When you get your lawnmower back it will be as good as new and there will be no need to buy a new lawn mower. And before I let you go, I must tell you, is kind of fun to watch all the sparks you create when sharpening your lawnmower blades, so if you do choose to do it yourself I bet you'll be glad that you did.
